A plan to build homes on a paddock off Watery Lane in Ullenhall, near Henley-in-Arden, has been cut from nine homes to up to seven and is now pitched as housing for local people, backed by a village housing needs survey. Every public comment on file objects, and so do Ullenhall Parish Council and the ward councillor. Stratford-on-Avon District Council’s consultation on the Ullenhall housing plan closes on Wednesday 28 October, and it aims to decide by 16 November.
What’s planned
Hillview Properties Ltd has applied for permission in principle (26/00616/PIP) on just under half a hectare of flat paddock on the west side of Watery Lane, with houses on three sides. Permission in principle only settles the location, the use and the number of homes. Design and access would come in a second application.
The application went in in March for up to nine homes. The council registered an amended version on 12 October, now for up to seven homes “to meet local needs”. It cites a Warwickshire Rural Community Council (WRCC) survey of the parish from November 2025. It found ten households with a local connection that need a different home:
- three to rent from a housing association (a two-bedroom bungalow, a two-bedroom house and a three-bedroom house)
- two shared-ownership houses (two and three bedrooms)
- five to buy: three two-bedroom houses, a three-bedroom bungalow and a four-bedroom house
The amended description says the homes would include the households who want to buy. The survey report notes that a local needs scheme normally needs the parish council’s support, and a legal agreement keeping the homes for people with a local connection.
The developer’s case
Ullenhall is washed over by the Green Belt. The agent, Stansgate Planning, argues that the paddock is “grey belt” land, so building on it isn’t inappropriate, because it does little to stop sprawl or towns merging. It also points out that the district can’t show a five-year supply of housing land. An updated heritage statement puts the harm to the setting of the nearby listed Brook House Farm at a “very low level”.
What the village says
All 18 public comments, sent in March and April about the nine-home version, object. They include a group letter on behalf of several residents. They cite the Green Belt, flooding, a narrow lane with no footway and wildlife. The parish council’s formal objection says the village has no shop, GP, school or pharmacy, and that its only bus is one school-day departure at 7.24am. Ward councillor Ian Shenton objected over sustainability, the Green Belt, whether housing need had been shown, traffic and flooding.
Warwickshire County Council’s highways team asked for a proper junction with visibility splays, a footway into the site, and room for delivery vans to turn. County ecologists had no objection to the principle, but a wildlife survey would be needed at the next stage. No new parish council response to the amended plan is on file yet.
How to comment
Search for 26/00616/PIP on the council’s planning website to read the survey and statements, and comment by 28 October. From 31 October more applications like this will be decided by council officers unless they are called in to committee. For other plans in the area, see our Ullenhall page and Planning near me.
