Clifford Chambers Homes Plan Near Stratford Draws Objections

Orchestra Land wants to build up to 43 homes, 40% of them affordable, east of Campden Road. Villagers' first comments raise flooding and a junction on a bend; comments close on 4 November.

A plan for up to 43 homes on farmland at the southern edge of Clifford Chambers, about 4.5km south of Stratford-upon-Avon, is drawing objections from villagers worried about flooding and traffic on Campden Road. Stratford-on-Avon District Council is taking comments on the Clifford Chambers homes plan until Wednesday 4 November, and aims to decide by 23 December.

What’s planned

Orchestra Land’s outline application (26/02396/OUT) covers about 4.4 hectares east of Campden Road (B4632), opposite Stratford Garden Centre. Only the access, a new junction on Campden Road, would be decided now. The illustrative plans show:

  • up to 43 homes in two separate groups, including bungalows
  • 40% affordable homes, above the council’s usual 35%
  • a children’s play area, footpaths to the garden centre and the village, and new tree planting
  • a drainage pond in the northern part of the site

The site is outside the village’s settlement boundary, so in planning terms it’s open countryside, and it isn’t one of the sites proposed in July’s draft South Warwickshire Local Plan. The developer’s planning statement argues that it should still be approved because the council can’t show a five-year supply of housing land (its latest published figure is 2.21 years). It says the plans were cut from 49 homes to 43 after council officers raised concerns at pre-application stage about the number of homes, the location, surface water, design, heritage and landscape. The statement says the parish council supported the layout but raised concerns about drainage.

What people have said so far

Five residents commented between 14 and 20 October, and all five object. Their main points are surface water flooding on and below the fields, which they say has happened repeatedly in recent years; the new junction on a bend of a busy road; and the size of the scheme compared with the village. One also says it goes against the village’s neighbourhood plan. Warwickshire Fire and Rescue Service doesn’t object, but asks for a condition requiring fire hydrants before anyone moves in.
