The Stratford planning committee (Stratford-on-Avon District Council’s Planning Committee) meets on Wednesday 21 October at 6pm in the Council Chamber at Elizabeth House, Church Street, Stratford-upon-Avon. The biggest item is an outline plan for up to 75 homes in Stockton, near Southam, which officers recommend approving. Here’s the agenda in plain English.

It’s one of the last meetings under the current rules: from 31 October most applications will be decided by officers instead (what’s changing).

Up to 75 homes off Sycamore Close, Stockton

Application 25/00823/OUT asks for outline permission for up to 75 homes on farmland next to Sycamore Close, with access from Sycamore Close and a temporary construction access from the A426. Officers recommend approval, subject to a Section 106 agreement that would secure 35% affordable housing (up to 26 homes) and other contributions.

It’s at committee because Stockton Parish Council and the ward councillor, Cllr Crump, object. The report lists 136 objections, raising traffic, the A426 access, school places, sewers and drainage, the nearby Cemex quarry and the size of the scheme. It also records 2 letters of support and 4 of no objection. A key point in the officers’ report is that the council can currently show only 2.43 years’ supply of housing land, against the five years national policy requires, which weighs in favour of new housing outside village boundaries.

The other applications

  • Bearley, near Stratford (26/00216/FUL): retrospective permission for a construction training centre with cabins at LP Training Services on Snitterfield Road, at Snitterfield Airfield, which has operated since 2021. Bearley Parish Council objects (noise, wildlife and the nearby Bearley Bushes SSSI); Snitterfield Parish Council supports it with conditions. Recommendation: grant.
  • Upper Tysoe (26/00290/FUL): two holiday lets at Winchcombe Farm to become permanent homes, with no changes to the buildings. The parish council and ward councillor object. Recommendation: grant.
  • Tredington (25/02906/FUL): four detached houses at Fosse Close, Old Fosse Way. The parish council and ward councillor object. Recommendation: grant.
  • Edgehill (26/00951/FUL): a wider opening, gates and a driveway at a cottage, partly retrospective. Recommendation: refuse, because the application doesn’t show that safe access for vehicles and pedestrians can be achieved.
  • Wellesbourne (26/01866/FUL): a loft conversion with a dormer at a house on the Dovehouse Estate, at committee because the parish council objects. Recommendation: grant.

How to watch or speak

The meeting is open to the public and shown live on the council’s YouTube channel. To speak, you must register with the committee managers on 01789 260245 by 2pm on the working day before (Tuesday 20 October). Speakers are heard in this order: town or parish councils, objectors, then applicants and supporters, usually for three minutes each. We’ll report the results.
