Consultation launches on doubling council tax for second homes in Stratford

Stratford-on-Avon District Council has launched a six-week consultation on a new proposal that could see owners of second homes in the District paying double the standard Council Tax rate.
Following new powers granted to English councils in April 2025, local authorities can now charge a premium of up to 100% on properties defined as “substantially furnished but not anyone’s main residence.” Currently, second homes in Stratford-on-Avon pay the full Council Tax rate without any discounts, but they are not subject to extra charges.
The Council is now considering applying the maximum premium allowed. If approved, this would effectively double the Council Tax bill for second homeowners.
Why is this being proposed?
The primary aim of the proposal is to address housing availability and affordability issues across the District. House prices in Stratford-on-Avon remain significantly higher than the regional average, with the average home costing £382,000 compared to £257,000 in the wider West Midlands.
By increasing the cost of keeping a second home, the District Council hopes to encourage owners to bring these properties back into the local housing market as main residences.
Furthermore, any income generated from the premium would be used to support the Council’s budget, specifically targeting initiatives to deliver affordable housing in rural areas and reduce reliance on temporary accommodation.
“A valuable source of income”
Councillor Liz Coles, Housing and Customer Services Portfolio, commented on the proposal:
“The Government has given councils new powers to apply a premium on second homes, and we are considering how this could work locally. Second homes can reduce the availability of housing for local people, and this premium could provide a valuable source of income to fund essential services and affordable housing projects. The views we receive through this consultation are essential in shaping this decision and deciding the right approach for the District.”
Timeline for changes
The Council has outlined a specific timeline for the decision-making process to ensure second homeowners are given required notice:
- Consultation Period: Open now until Monday, 2 February.
- Decision Date: February 2026.
- Notification: If approved, owners would be notified by 31 March 2026.
- Implementation: The premium would take effect from 1 April 2027.
